Your description of West Virginia is spot on. ;)
Too bad they already freaked out and went to the Big 12 before Maryland departed. I think FSU and Clemson along with Virginia Tech would've pushed for WVU despite their academic rankings. Heck Louisville got in, so WVU likely would've been Maryland's replacement. I'm sure that Duke and UNC and likely Syracuse would've pushed for UConn. Since expansion was about football, WVU most likely would have been accepted. Just my opinion.
I think Cincinnati would get support from Louisville and maybe Notre Dame if the ACC expanded to 16. Whit Babcock may convince Tech to support UC since he was the AD there. WVU would get support from Pitt, Virginia Tech, Louisville, FSU, Clemson, and maybe BC and Syracuse. Maybe the ACC basketball schools would support UConn? I don't think Temple has a chance. Texas would probably have to give up the LHN to join the ACC and I don't see them doing that. UCF and USF likely don't get in because the ACC already has 2 member sin that state. I think Army and Navy like the way things are for them right now. If the ACC went to 16, UC, UConn, and WVU would probably be the 3 schools campaigning to get that 16th spot.
